Hubert's dilemma

 When old men are out " whistling Dixie " , in the moonlight, as they say, anything could happen, or might happen, and so, you just might expect that. ( ... )

And so, that thing about Hubert's dilemma must have been a < ruse < ? ... and so, here is the reason, and perfectly logical, on account of, Hubert was not a " horse ", kind of guy, and hence rarely would he encounter a dilemma, or anything , quite like that ... It's kind of like, the difference in what you would call education, from one planet, or the next.

So, and therefore, to the issue at hand, Hubert knew, quite well, that Ralphie was not alone, in the sense of being unique, but was, in fact, part of a rather rare and generally " reclusive " species, in the sense that no one , or at least hardly anyone knew about them.  It's just that they " multiplied ", in some ways like, what you might call " dandelions ", in that they kind of spread out , into the wind, and, in this case, a kind of " solar " wind, and so, actually, more or less in fact, the Altarians, like it or not , were, in fact , not responsible, but just part of a rather " elaborate " reproductive process.  

Odd, the stuff you learn, when you subscribe to the Encyclopedia Galactic, or similar, valuable publications of that type.  But clearly, if this stuff did , blow up , then Hubert would , most likely have, plausible deniability. Most likely ....
